Deel is our first-demo choice for a Saudi-headquartered company evaluating a broader workforce stack across employees, contractors, HR and equipment. Remote deserves equal consideration for employment and payroll, and its published entry fee is lower for a narrowly defined contractor-management requirement. Neither platform should be selected before confirming the exact worker countries, employment model and commercial terms.
That verdict is about a specific buying situation, not a claim that one provider is universally better. A business hiring its first employee abroad needs a different evaluation from a company replacing payroll providers for entities it already owns. A contractor-only team has a different decision again.
This comparison separates those decisions, sets out a side-by-side table, and gives procurement teams a practical way to test both vendors using the same brief. Product and pricing references were checked on 24 October 2026. Advertised starting prices are not country-specific quotations or total employment costs.

Start with the employment model, not the provider
Employer of Record: employment without your own local employing entity
An Employer of Record, or EOR, employs the worker through the applicable local arrangement while your business manages the agreed day-to-day work. The service typically brings the employment contract, local payroll and employment administration together. It is relevant when you want an employee in a country where you do not have an appropriate employing entity.
An EOR arrangement does not mean every business obligation disappears. Buyers still need to examine the contract, permitted activities, worker eligibility, intellectual-property arrangements, management responsibilities and the process for changes or termination. Ask which legal entity will employ the person and obtain confirmation for the actual country and role.
Both Deel's pricing and EOR description and Remote's EOR product page describe employment without establishing your own local entity. Remote also explicitly describes an owned-entity model. That is a useful diligence point, not a substitute for reading the contract for your hire.
Global Payroll: payroll for employees your entities employ
Global Payroll is a payroll operating model for employees employed by your own entities. The provider helps run payroll across the agreed countries; it does not become the employer merely because it calculates wages or supports filings.
For example, if your business already employs staff through its own entity in a destination country, the question may be how to consolidate payroll inputs, approvals and reporting. Comparing an EOR management fee with a payroll processing fee would compare different responsibilities.
Remote's Global Payroll pricing explicitly distinguishes entity-owned payroll from EOR. Deel's payroll solution likewise includes payroll for companies operating through their own entities. Confirm the local employing entity, service scope and filing responsibilities in the proposal.
Contractor Management: administering genuinely independent relationships
Contractor Management supports an independent-contractor relationship through processes such as contracts, onboarding, invoices, approvals and payment. It is not equivalent to employing that worker through an EOR.
Buying contractor software does not, by itself, make an employee-like relationship an independent business arrangement. A classification review should consider the actual relationship and applicable requirements. The provider's guidance, contractual protection or additional product must be evaluated separately.
Contractor of Record is also a separate offering. It should not be substituted for ordinary Contractor Management in a price comparison. Ask who contracts with the worker, which responsibilities transfer and what conditions or exclusions apply. Both vendors publish distinct contractor-related products; a larger fee may reflect a different scope rather than a more expensive version of the same service.
Deel vs Remote: side-by-side comparison
The table summarizes public vendor descriptions, not hands-on benchmark results. The last column is Solvarex's interpretation of what a buyer should test.
| Decision area | Deel | Remote | What the buyer should check |
|---|---|---|---|
| EOR | Offers employment without opening your own local entity; advertised starting fee of US$599 per employee/month | Offers EOR; current pricing page advertises a US$599 starting fee per employee/month | Obtain matched country quotations; salary, employer costs and the service fee are different lines |
| Global Payroll | Offers payroll for your entities; a like-for-like price was not verified for this use case | Offers payroll for entities you own; advertises a US$29 starting fee per employee/month | Match countries, headcount, payroll frequency, filings, funding and implementation scope |
| Standard Contractor Management | Advertises a US$49 starting fee per contractor/month | Advertises a US$29 starting fee per contractor/month | Confirm what counts as a billable contractor and compare fees, payment routes and required protections |
| Contractor of Record | Listed separately from ordinary contractor management | Listed separately, with Remote as the contracting party | Compare contracts and responsibilities, not just the product label |
| Broader workforce scope | Public portfolio includes payroll, HR, IT, benefits and mobility | Public portfolio includes employment, payroll, contractor management and wider HR services | Demonstrate the required end-to-end workflow; neither product list proves implementation fit |
| Country coverage | Country and product suitability must be checked for the proposed team | Country and product suitability must be checked for the proposed team | A global headline is not proof that every service is available for every worker |
| Operating model | Ask which employing/payroll entities and service teams support your scope | EOR page emphasizes owned entities and in-house experts | Identify the responsible entity, support owner, escalation path and contractual commitments |
| Best starting point | Broader platform evaluation involving several workforce functions | Contractor-cost evaluation or an employment/payroll shortlist | Run the same scripted demonstration and price the same responsibilities |

A Saudi-headquartered team's practical buying scenario
Consider an illustrative software company based in Saudi Arabia. It has employees in countries where it owns entities, wants to hire an employee in a new country without establishing another entity immediately, and works with several independent specialists. It also wants a more consistent process for onboarding and equipment.
These are four workstreams, not one generic “international payroll” purchase:
- Existing entity employees: evaluate Global Payroll for the relevant entities.
- A new employee without a suitable employing entity: evaluate EOR availability and terms.
- Independent specialists: evaluate Contractor Management only after confirming the appropriate relationship.
- Equipment and onboarding: evaluate the operational tools, integrations and delivery responsibilities separately.
For this scenario, we would start with a Deel demonstration because the publicly described portfolio gives the buyer a direct route to evaluate payroll, HR and equipment-related requirements together. The condition is important: Deel must demonstrate the actual workflows and provide an acceptable country-specific proposal. Portfolio breadth is a reason to investigate, not evidence that implementation will be easier or cheaper.
We would still invite Remote to the shortlist. Ask it to demonstrate the same worker transitions, payroll controls and HR handoffs, including any required integrations. If Remote meets those requirements with a better operating proposal, the starting recommendation should change.
This example does not assert service availability in Saudi Arabia or any destination country. A Saudi buyer's headquarters and a worker's employment country are separate facts. Check both before assuming that a platform's global offering fits the transaction.
Where Remote may be the better starting choice
For a business with a small number of genuinely independent contractors and no need for EOR, additional HR modules or equipment management, Remote's lower published starting Contractor Management fee is a concrete reason to evaluate it first.
The advertised US$20 difference per contractor/month would equal US$200 per month for ten contractors if both entry plans apply and all ten are billable on that basis. This is illustrative arithmetic, not a quotation or a savings promise. Exchange costs, payout fees, protection requirements, billing rules and service terms can change the comparison.
Deel may still fit if its demonstrated workflow or required commercial scope is better. Conversely, a buyer should not pay for a wider suite simply because the wider suite exists. The correct question is which responsibilities the business needs the provider to perform.
Compare the complete operating cost
Use the following worksheet with both vendors. Request a written response for the same workers, countries and start dates.
| Cost or responsibility | Ask each vendor to specify |
|---|---|
| Base service fee | Product, billing unit, minimums, billing frequency and contract term |
| Employment costs | Salary, employer contributions, benefits, leave and any applicable deposits or funding requirements |
| Money movement | Funding currency, worker currency, conversion methodology and payout charges |
| Implementation | Setup, data migration, parallel runs, training and country rollout ownership |
| Changes and exits | Amendments, offboarding, final payroll, data export and any applicable charges |
| Optional protection | Exact additional product, coverage, exclusions and claim conditions |
Do not interpret an advertised EOR fee as an all-in employee budget. Equally, do not compare a contractor payout with payroll for an employee. Keep the service fee, worker compensation and associated employer or payment costs visible as separate components.
Five demonstration tests before choosing
First, onboard the same worker profile. Ask each vendor to show required documents, the contract review process and the steps that must finish before the intended start date. Record who owns any exception.
Second, change an input after approval. Use a hypothetical allowance or corrected invoice. Ask how the platform prevents an unreviewed change from entering the next payment and how the correction appears in the audit trail.
Third, reconcile one pay cycle. Finance should see what it funds, what the worker receives, the service charge and the export used for accounting. A polished dashboard is not enough if the actual reconciliation remains unclear.
Fourth, test a transition. If a specialist may become an employee, ask how the provider closes the existing relationship and starts the new one. Do not assume a software status change alone creates a legally appropriate transition.
Fifth, test an exception. Present a missed cutoff, a failed payout or an offboarding request. Ask for the support channel, responsible team and contractual escalation process. Record the answer rather than assuming service quality from either vendor's marketing.
These tests are an illustrative procurement framework created for this article. They are not results from a Solvarex customer deployment or a hands-on comparison of vendor performance.
Common comparison mistakes
- Treating EOR, payroll and contractor management as interchangeable subscriptions.
- Applying a global coverage number to a specific service-country combination.
- Calling a provider “fully compliant” without understanding the client's remaining duties.
- Comparing different billing terms or adding optional protection to only one quotation.
- Assuming a platform integration is configured, supported and included because its name appears on a website.
- Treating a referral relationship as proof that one vendor suits every buyer.
Frequently asked questions
Can Deel and Remote both support employees and contractors?
Both publicly offer employee-related and contractor-related services. That does not mean the same product, contract or country coverage applies to each worker type. Select and price each workstream separately.
Is Global Payroll an alternative to an EOR when we have no entity?
Not on that fact alone. Payroll for employees of your own entity assumes an appropriate employing arrangement exists. If it does not, examine EOR or another suitable employment route before purchasing payroll processing.
Does Contractor Management eliminate classification risk?
No software purchase establishes the correct classification by itself. Review the actual relationship and the contract. Additional protection or a Contractor of Record service has its own scope and conditions.
Which platform is cheaper?
Remote's advertised standard Contractor Management starting fee is lower in the checked pages. That does not establish the cheaper EOR or payroll proposal for a particular team. Compare written quotations with identical scope and assumptions.
Which should a Saudi company choose?
Start with Deel when evaluating a wider workforce platform that includes several operational functions. Start with Remote when the immediate requirement is narrowly scoped contractor administration and entry-fee comparison. For either route, country coverage, contract responsibilities and the demonstrated workflow decide the final choice.
Verdict and next step
Our verdict for the mixed-workforce, broader-platform scenario is Deel first, subject to a successful demonstration and acceptable country-specific terms. For contractor-only administration at the advertised entry scope, Remote is the stronger starting point on published base fee. Neither conclusion substitutes for country and contract diligence.
